The following are definitions taken from Regulation C for Withdrawn and Incomplete:
- An application is reported as withdrawn when the application is “expressly” withdrawn by the applicant before the lender makes a credit decision denying or approving an application or before the file is closed for incompleteness. You would also report an application as withdrawn if you issued a conditional approval that specified underwriting or creditworthiness conditions and the applicant expressly withdraws their application before they satisfy all of the conditions. Just remember, if one of the conditions is not “met” – meaning that the requirement “failed”, the application cannot be withdrawn.
- An application is reported as incomplete if a written notice of incompleteness under Reg B was sent to the customer and the applicant did not respond to the request for additional information.
